You could definitely argue there's a meta interpretation of this song, but I think the non-meta one is more interesting.
Both of them keep cutting down other people to get their way, be it literally or metaphorically, and they know it's wrong. Throughout the song they keep justifying their actions by calling people "enemies", refusing to examine their actions (because once they do... they realize they're the true "enemies"/"bad guys"), normalizing their actions, etc.
Teto keeps a smile on her face, probably telling herself she's enjoying it. Miku is expressionless, almost apathetic, probably separating herself emotionally from her actions. Both are coping mechanisms to avoid thinking about what's truly going on and, as previously mentioned, they HAVE to do that becaise the second they pause and think... they realize they're monsters. They already know, but they don't want to grapple with the consequences of their actions.
In the end, reckoning comes for us all, and so they at least admit how vile they've been. Not that that might stop them from keeping this whole Machiavellian "end-justifies-the-means" rigamarole going!
People like this song's Miku and Teto are a dime a dozen – office workers, social climbers, academic nuisances... This song could apply to any of them! The remorse is only there if you think about it, but thinking about it is what THEY want you to do to ruin your career!! Just be a mindless cutthroat and keep climbing!! Don't think about what'll happen once you have no more people left to use as ladder rungs!! Just keep climbing!!

一つ目小僧という妖怪の性格って意外と人間に大きな危害を加えることはなく、無害な悪戯を好むそうなので、あちらはいたずらのつもりでもこちらはかなり嫌がってるみたいなことがこの曲でも表現されてると思いました！
