Yes I think this song is for her friends.
Gecko is the representation of her friends. The phone popped out and “ electronic device off” sign like harmful comments made Jonghyun and Sulli run out of energy and lead to suicide. That’s the reason why IU was in a rush run to the room to see her friend( Gecko) but it wasn’t there.
Then we see the white dress girl with straight black hair run through the forest fearlessly. That means Sulli’s suicide. Jonghyun’s suicide happened before Sulli’s so the dragon( Jonghyun) was there waiting for Sulli.
2:49 Jonghyun and Sulli flow away together and the girl turned around, IU was about to cry but still smiled at her 😢
“ Are you happy now?” She asks her friends if they are happy now in heaven.
Eight is her 8 years friendship with Sulli.

I might be really late but I think when she was slightly moving on the table, that was symbolism for the fact that she wishes she could have done something but in reality, it's not that easy. Also when the storm was coming those huge clouds probably symbolized hate. (On the phone it was a picture or her or it could have been a video like it was saying they're are always watching) Sorry for the long theories :(

INTERPRETATION:
Jonghyun: lizard (because he really likes charmander)
Sulli: animated girl in white

IU enters into a stimulation(her memories), where there exists a island of memories where her dear friends Jonghyun and Sulli infinitely exist, and presses record on the tape because she will always carry her memories though it does carry a bittersweet taste of them being "forever we young" while she will continue to age. She asks desperately: "Are you happy now?"

The "8" when flipped (infinity sign) horizontally represents that infinite realm of memories, and possibly the long 8 years of friendship between her and Sulli (they meet in 2011 as MCs for Inkigayo and became close from that).

As it plays through the different scenes of her giggling and running up the stairs or skipping or dancing as she smiles affectionately at the camera, the camera lens through which we look at her is also the POV of Jonghyun or Sulli during their many hangouts. It captures youth, joy, and freedom. "We dance under the orange sun without shadows." We as in idols, orange sun as in youth, and shadows as in the hate comments and pressures from the kpop industry. Since she didn't get to say goodbye, this is the only beautiful place or island they can still meet, free from all.

She smiles bittersweetly in the stimulation room.

Suga raps about how "forever" is so fragile like a sandcastle that takes time to build but is so easily knocked out by waves from the ocean. They built a sandcastle together but that "forever" has broken. However, they still have this island of shared memories where they can meet.

In the music video now, IU is sitting in a plane and in the same row Suga sits there with a phone with a picture of IU on it (article?). IU taps on the glass where she sees Jonghyun as a lizard and wonders how he got there. The airplane hits turbulence and it flashes "Electronic Devices Off", referring to the malicious comments and hate from netizens that led to the death of Jonghyun and Sulli. Society killed them.

Hence, IU wakes up in her bed and hurriedly goes to check on Jonghyun but finds that he (in lizard form) is missing from his glass tank. The sky is stormy. He had taken his own life. IU stares up at the storm despairingly; she didn't get to say goodbye. It is a nightmare she cannot wake from.

Then, it flows into an animation of Sulli, finally free. Sulli is beautiful and finally free from the restraints society set on her. She can perhaps finally be happy as she runs care free but surely through the jungle and flies to the moon. Sulli is known to be free-spirited, kind, and wild at heart. For instance, she wears a loose dress and is barefooted.

She then lands on a giant dragon. The dragon is an evolved version of the lizard- a happier and more at peace Jonghyun! In the stimulation room, a tear drops from IU.

She is in a nightmare after losing her closest friends, but she knows her friends would have wanted her to keep going. Even when time passes, she cannot just forget that span of memories she shared with them and hence she cannot help but linger there.

At the end, as Sulli and Jonghyun fly past her and move on without her. For one last time, Sulli glances back uncertain. Although IU is crying, she smiles to let Sulli know she understands and that it's okay. She tells them goodbye.

IU is finally in a state of acceptance and although she must mourn alone and didn't get to say goodbye, she knows she can always revisit these memories, and hopefully with a smile. She will try to be okay. She wakes up from her stimulation with a sense of yearning.

I'm interpreting this as a general goodbye and promise to meet again to the people who have died young, who haven't lived their full life in the 'real world'. It may be a reference to Sulli/Jonghyun but I don't think it's just for their memories specifically, but it also extends to other events like Sewol or the current pandemic that has taken lives early.
